When I do a Clan campaign, I usually use money - I just consider it an abstraction for the Clan´s resources and the Khans´ willingness to provide the unit with materials and personnel.

Generally if a salvage task shows up with a mech that is in repair mode, that piece of equipment needs to be salvaged before some location can be replaced.

I am not a programmer, but I think it would be possible to give the bot some sort of limited "quasi-Zellbrigen" behavior: - do not use melee attacks - do not declare attacks against enemy units again...
